State Gets Into Healing Act

State gets into healing act

Bengaluru, Oct. 15: From luxurious, resort-type spas to traditional therapy centres, Karnataka is today offering an interesting array of wellness centres that are banking on the power of India’s traditional knowledge of healing.  Handled by experienced practitioners, these treatments also claim to come with a guaranteed feature - the total absence of side effects of any kind. Treatments range from stress management and rejuvenating therapies to full-fledged programmes to deal with a number of ailments like asthma, hypertension and diabetes.

So successful are these centres that the Ayurvedic spas alone are said to be earning a revenue of over Rs 4 crore for the department of tourism. Cashing in on this, the department is promoting them in a big way featuring Ayurveda prominently on the Karnataka Tourism website. Bengaluru and other cities in the state have now several Ayurvedic centres that are especially popular among high-end tourists and foreigners. Bengaluru is home to some of India’s most well known centres for Ayurveda, naturopathy, yoga, homeopathy, siddha, unani and holistic treatments.

Pattabhi Jois, the founder of Ashtanga Vinyasa School of Yoga which has been gaining popularity worldwide, personally conducts yoga sessions in Mysore, which too offers all other sorts of natural therapies steeped in Indian tradition. “Ayurveda is catching on in Karnataka rapidly. We have been seeing a good number of tourists opting for Ayurvedic spas and treatment. Ayurvedic solutions, which are often not available in popular Western medicine, have begun attracting celebrities and tourists. We are promoting Ayurvedic treatment at centres which are affiliated with Karnataka tourism and are registered on our official website,” says the director of Karnataka Tourism, K. Viswanathan Reddy.

Packaging for common man

Bengaluru, Oct. 15: The numerous Ayurvedic centres in Bengaluru and Mysore cater mainly to the elite.  The high cost of treatment at these centres is obviously intended for international tourists and high-end customers.  The department of tourism is, however, now planning to make them accessible to the middle class through more reasonably priced packages. It claims that the centres affiliated to it offer authentic Ayurvedic treatment, which tourists and others can rely on. The stress buster packages at some of these centres are gaining popularity not only among tourists but also among corporate firms who send staff to them in groups.

“We have seen a spurt in the number of tourists visiting our centre for the special body care therapy we call stress buster.  “Our therapies are from Kerala. We cure diseases and do rejuvenation with the help of trained therapists and quality medicines,” says the managing director of Chirayu Ayurvedic Health and Rejuvenation Centre, Dr. Gopal Krishnan.  “More foreigners than locals are interested in these packages. We are now planning to open a branch in Mysore where Ayurveda is booming,” he adds.

Other owners of ayurvedic centres too say that foreigners constitute 70 per cent of their clientele and the remaining are high-end customers from within the country. The treatment is offered in various packages at some of these centres.  For instance Ayurvedagram Heritage offers both long term and short term packages. “The short term package is for a day, while the long term packages varies from 7 days to 21 days. We do spinal treatment, joint treatment, hair loss and weight loss therapies, and so on. Besides the treatment we provide accommodation and food,” explains Vinay, the centre’s executive.

The cost of the packages varies from Rs. 45,000 to Rs. 80, 000, something which the ordinary tourist cannot obviously afford. If the government does offer more reasonable packages as promised, the costs could come down, throwing open the luxury of Indian tradition in a new avatar to the man on the street.

Mysore ‘Shobha yatra’ ends without hiccups

Bengaluru, Oct. 15: She did it with such enthusiasm and verve that the Dasara festival and the procession was nicknamed ‘Shobha yatra’. It is to the credit of minister Shobha Karandlaje, in charge of Mysore, that the Dasara festival went off smoothly and attracted a record crowd. As compared to the previous year, there were fewer foreign tourists but the audience present were appreciative of the colourful nine-day festival.

Initially there were hiccups as an over enthusiastic Ms Karandlaje wanted the BJP’s first Dasara to be different. She wanted elephant Balarama, carrying the 750 kg golden howdah, to head the procession. The organisers patiently explained to her the tradition. The king, when atop the elephant as in earlier times, does not look like one, if his coterie, animals, music and other pageantry followed him. Or the ambience, euphoria and suspense would be missing if the elephant comes first.

Moreover, the crowd after seeing the decorated elephant, the main attraction of the procession, may lose interest in the pageant. Wiser counsel prevailed and Ms Karandlaje allowed tradition to prevail. The services of the mahouts who worked as daily wage workers were regularised. It was a long pending demand and it took a bold Ms Karandlaje to take some simple decisions.

Interestingly, the elephants who arrived from the forest to participate in the royal sojourn, received royal treatment for a fortnight and promptly gained weight by about 40 kg. Considering that they were accustomed to a daily 30 km walk, it is understandable. For the first time, Balarama carrying the howdah, was made to wait for 14 minutes as it waited for Chief Minister B.S. Yeddyurappa to shower flowers, which marks the beginning of the procession. For some reason, Mr Yeddyurappa arrived late.

Srikantadutta Wodeyar too could not make it to this ritual, as being diabetic, he was advised medical attention and rest after a nail stuck into his leg. But it was a huge relief as a prophesy went off without any major fallout. An astrologer had predicted that the presence of a white crow would portend bad times for the Mysore royalty. After the white crow was sighted at the nearby Ranganathittu Bird Sanctuary, people expected the worst. It was just a nail and he had to miss the finale of the nine-day celebrations.

Jealousy motive: Cops

Bengaluru, Oct. 15: Govardhan Murthy was jealous of actor Vinod as he was engaged to a girl who had turned him down, according to the police investigating the murder of the actor at the Rose Heritage Farmhouse near Bagalur. The two men argued over the girl when they met at the party at the farmhouse on October 6 and the quarrel ended with Govardhan shooting Vinod dead, the police said. Vinod was all set to marry his childhood sweetheart, who was the daughter of a well known doctor in Kammanahalli. The producer had a few years ago wanted to marry the same girl, but her parents had turned him down, police sources said.

The case against the producer is now thought to be watertight with no loopholes to help him go free. “The evidence gathered is strong and the eyewitness statements are intact. There is no chance of the witnesses turning hostile or the police messing up the case,” a senior police officer said.

Deena, Govardhan’s gunman who had earlier confessed to the crime has given a statement in front of the producer and the actor’s family that he was offered big money to shield him. Investigating officers have seized the producer’s passport and some cash from a house in Thrissur. It belongs to Ramani a friend of the mistress of Langda Babu, a close associate of the producer.

“He had told us that he was given the passport in Chennai to apply for a visa to go to America. But when we raided the farmhouse in Thrissur where he had stayed we found the passport and ash of Rs 10,000 in his bag.” ACP B Ramachandrappa said. Murthy, had planned to fly to Dubai where he has an office. The officials took the producer and Langda Babu to the spots they had visited while absconding. Govardhan had escaped in an Innova from the crime scene to Chikkaballapur where he stayed at a guesthouse he owns.

There he asked Langda Babu to drive dow in the Scorpio which he had gifted him. The duo then traveled to Kochi and Thrissur in Kerala. “They had also gone to Chikkaballapur, Shidllaghatta and Mulbagal in Kolar; Vellore in Tamil Nadu; and Guruvayoor, besides Kochi and Thrissur in Kerala.

The team checked all the places they visited as well as the lodges they stayed in. Two other accused, Tripathi and Ramesh, are still at large. We will nab them soon,” Mr Ramachandrappa said. The police has found that Govardhan had another weapon which he had allegedly bought from a dealer in Hassan. He is also reported to have links with gangsters like Korangu, Onte and Sunil.

Massive hunt for naxals

Bengaluru, Oct. 15: A police team assisted by Bannerghatta National Park staff conducted a massive combing operation recently after information that naxals were hiding in the forests. The huge manhunt was carried out in Thali Reserve Forests, which abuts the BNP in south Bengaluru and along the border forest areas of Tamil Nadu and Karnataka after information that a naxal team was hiding inside the forest.

Spread over 104 sq km, the BNP borders the Thali reserve forest and Cauvery Wildlife Division. Park officials confirmed that naxal combing operation was conducted by Tamil Nadu police, but they failed to find anyone despite a thorough search. District forest officer, Hosur Division, Ganeshan said there have been several instances where police have searched forest areas, but have not found anything concrete.

“The Thali forest begins soon after the BNP boundary adjacent to Terubeedi village. Since there are several human settlements along the BNP and Thali forest area,” Mr Ganeshan said.  BNP officials said the Bannerghatta forest is the narrow strip of rocky outcrop which cannot provide any hiding place for naxals. Officials claim frequent movement by elephants found in large numbers here, besides leopards, sloth bears and gaurs, leaves no chance for BNP to be used as a hideout by any anti-social elements.

Meanwhile, on Wednesday, top level forest officials held a meeting with home minister V.S. Acharya to take a call on the situation where forests in the state are turning out to be good hideouts for naxals and terrorists. Last year, a terrorist hideout and training camp was busted by the state police inside the forests of  Castle Rock in Halyal forest division.

Rain plays havoc on city traffic

Bengaluru, Oct. 15: It takes just 45 minutes of rain for many parts of the city to be drowned in woes. Water gushed into the houses of nearly 15 families residing on Armstrong road in Bharathinagar after a heavy downpour on Wednesday evening.  Though there was no damage, they had to face a lot of inconvenience. Traffic was also affected as several roads were inundated. Worse, the rainfall occurred around 6.30 pm when traffic flow was high because most people were on  their way back home from office.  Rashi Gulati, a commuter said: “The road towards Dairy Circle flyover was jam-packed. I was stranded in my car for nearly 20 minutes. It was a heavy downpour and it appeared as if everything had come to a standstill.”

Traffic on Sirsi Circle flyover was also affected. Rainfall also hampered repair work on the flyover which was supposed to resume on Wednesday. Traffic police said the BBMP is expected to carry out repair work at night as traffic will be affected only for a  short while.

BBMP officials assured that there were no major damages. They also informed that they had not received any complaints of water-logging or trees being uprooted. The HAL airport Met centre recorded 7.6 mm rainfall while in the city’s central part it recorded at 11.6 mm.

KSTDC plans 100 taxis

Bengaluru, Oct. 15: The Karnataka State Transport Development Corporation (KSTDC) is all set to operate 100 airport taxis, competing with the private taxi services at the BIA. Unlike its taxi service at the HAL airport, this will not be prepaid.

The Karnataka Taxis will start operating from Thursday at the BIA. The Lenovo cars are fitted with Global Positioning System (GPS) and will provide a luxurious and comfortable journey to the passengers, much like the private taxis. “The fare for the KSTDC luxury taxis has been decided by BIAL. It will be Rs 15 per kilometer. The taxis can be called by contacting KSTDC call centers around the city,” KSTDC officials said.

The new taxis have been fitted with a digital meter which will display the distance travelled and total cost. The driver will produce a printed receipt for the passenger by pushing a button installed in the meter. The receipt will show the kilometers travelled and the fare. “This will leave no room for the drivers to exaggerate the fare and cheat commuters. We hope to provide better service to the passengers. The new taxis will be in the luxury taxi queue at BIA and can be booked any time,” explained KSTDC officials.

Varsity’s thumbs up for full attendance

Bengaluru, Oct. 15: The Christ-Ohio University has introduced a biometric system to ensure that students don’t get away with bunking classes. Students at the university now need to give their thumb impressions before every class to mark attendance.

The students find the new system is foolproof. They can do nothing to circumvent it. Says Amrapallavi Chouraiya, a final year management student from the college, “Roll-calls and even swiping cards can be managed by proxy. But we can’t cut off our fingers can we? So we have to go in person to give our fingerprint as attendance. There is no getting away with being absent anymore.”

Another student Priscilla D’ Souza, says, “There is a tight control on the attendance as the process has to be repeated before each class. Also, you cannot simply give your fingerprint and run away from attending class because there are CCTV cameras in classrooms watching you.” Other colleges have come up with different ways to keep a check on their students. The M. S. Ramaiah College has an online student tracking system, the password of which has been given to all the parents. “They can log in every week to check the status of their child’s attendance. We also periodically display the attendance chart every week on our college notice board,” says Dr S. Kumar of the college. He adds that M S Ramaiah too is planning to introduce the biometric system to mark attendance in all the 17 medical education departments soon.

While such strict monitoring might be new to students, teachers have been used to it for a long time in some colleges. Says Father Abraham, vice principal of Christ University, “We do not have the biometric system for students yet. But teachers here have been following the system for a long time now.”

8 bars closed, 16 arrested

Bengaluru, Oct. 15: The Peenya police cracked the whip against eight bars and wine shops for violating operational norms. Local MLA S. Muniraju was out on an inspection on complaints over garbage collection.  During the inspection at around 7 am, several bars and wine shops had already started functioning, whereas according to norms they should open only by 10 am. The police immediately shut down the joints and took about 16 people into custody, including the bar and wine shop owners.

The shops are in Bagalkunte, Dasarahalli, Jalahalli cross, Mallasandra and Pipeline road area.  The Peenya police said the bar and wine shop owners were given strict instructions not to violate operational norms and deadlines. However, the shop owners openly violated the rules. They had been receiving complaints from the public on the nuisance they had to face as the bars and wine shops opened early.

Footpaths pose a challengeBy Chandrashekar G

Bengaluru, Oct. 15: For the physically challenged Hutchins Road is a nightmare. Mr S.T. Venkatesh, who is physically challenged and uses a tricycle to get around, finds the road impossible to negotiate most of the time. A student of an institute run by the Association of People with Disability (APD) in the area, Mr Venkatesh is doing an Advanced Diploma in Computer Application.  Other students like him studying at the institute have an equally harrowing time on the road, which is filled with potholes and sees speeding traffic most days.

“Walking on Hutchins Road is a Herculean task even for able people due to the lack of a footpath here and poor maintenance of the road. The BBMP should have been sympathetic at least to the physically challenged who use it everyday,” says Mr Venkatesh. He points out that students of the institute need to go round to the nearby shops to buy stationery and they find going down Hutchins Road an uphill task. Those who use crutches find it more difficult in the absence of a footpath, he says.

“The BBMP has not provided a footpath here although it knows there is an institution for physically challenged in the area,” he regrets. According to him most physically challenged students don’t dare venture out due to the unevenness of the road.  “Its condition deteriorates further as it progresses, making is next to impossible for challenged people to negotiate it,” he rues.

Indiscriminate parking of autorickshaws and other private vehicles has further narrowed the road, he adds.Indiscriminate dumping of garbage is another problem here. Repeated complaints to the authorities have not helped. APD sometimes pays to have the garbage cleared. A BBMP engineer says tenders have been invited for filling potholes and asphalting the road. Dumping of garbage will be stopped, assure BBMP officials.

Rail line hits dead-end

Bengaluru, Oct. 15: Work on doubling the Bengaluru-Mysore rail line has hit a dead-end with the state Archaeological department yet to take a decision on relocating Tipu Sultan’s armoury. For the past few months, South Western Railway has been trying to negotiate with the state archaeological department to relocate the armoury which is in way of carrying out doubling work at Srirangapatna station.

“At the rate things are going, the project may after all get frozen,” SWR chief administration officer (Construction) Vijay Kumaran who is overseeing the project says that the project has more or less hit a dead end.

The department, which had earlier agreed to relocate the armoury, has now written to SWR stating that it is against shifting the monument. “The one km stretch at the island where a bridge is proposed to be built is very crucial. The matter is now with the principal secretary, infrastructure. SWR had to cancel tenders it had called for building the bridge. There already has been much delay, and if the matter isn’t settled soon, the project will come to a full stop,” added Mr Kumaran. According to him, SWR will have to stick to the proposed alignment. If changed, the curves on the bridges will be too sharp, making it impossible for the train to run on it, he adds.

Interestingly, it is not just the armoury, which is going to be affected by the rail project. According to R. Gopal, director, department of Archaeology and Museums, the Srirangapatna fort belonging to Hyder Ali and Tipu Sultan adjacent to the railway station in Paschimavahini too will be damaged. “SWR wants to dig up 20 mts on both sides of the fort to erect the bridge. Although the armoury can be relocated, the fort will be permanently damaged. Hence the department is refusing to give permission,” he said.

The fort is important historically because it was here that the British eventually breached the walls in the famous siege of 1799, which ended with Tipu being killed.

In a meeting held by infrastructure principal secretary Arvind Jadhav 10 days ago, where SWR and archaeology department officials participated, it was proposed to either build an underground bridge or a bridge above the monument. But heritage experts oppose this too. According to Indian National Trust for Art and Cultural Heritage convenor H.R. Pratibha the rail project will damage the fort either way. “Once the trains start operating, the strong vibrations will affect the monument. The armoury holds great significance, because it was in these spaces that Tipu Sultan experimented with his rocket technology and stored all his ammunition, the fort was where he was tricked and killed by the British. An alternative has to be found, because it is development we are talking about,” she said.

Former MLA files IA

Bengaluru, Oct. 15: Former MLA K.N. Rajanna from Madhugiri Assembly constituency filed an interlocutory application to withdraw the election petition filed by him against Gowri Shankar, the winning candidate from Madhugiri constituency in the recent Assembly polls.

The former MLA said he is withdrawing the plea following Gowri Shankar’s resignation. The former MLA had lost to JD(S) candidate Gowri Shankar by a margin of 563 votes. Mr Rajanna alleged that Mr Shankar had used money power to win the polls.

Datta Peetha case adjourned

The court on Wednesday adjourned the hearing on a petition filed by Syed Goush and Mohiyudin Shah Shakadri, members of Jamia Masjid, Chikmagalur, on Shree Guru Datta Peetha shrine at Bababudangiri in Chikmagalur district. The petitioners approached the court challenging the orders passed by a single judge on February 14, 2007. The single judge had allowed a petition by the Guru Datta Peetha Devasthana Samvardhana Trust and had directed the commissioner of religious and charitable endowments to hear all parties, including the trust, before passing orders on religious practices being followed at the Peetha.

Attack on churches in state

The court on Wednesday adjourned the hearing on the public interest litigation relating to the recent attack on churches in the state and seeking a CBI inquiry into the matter. Earlier, the court had issued a notice to the state and directed it to file objections. However, the state is yet to file objections.

Notification quashed

The court quashed a notification passed by KIADB after considering the delay of more than four years from the date of issuing preliminary notification to acquire 221 acres of land at Pura and Anaganahalli village in Mandya district.  The court was hearing a petition filed by Sanamma and 17 others challenging the final notification issued by KIADB.  Justice H.V.G. Ramesh quashed the final notification passed by KIADB in 2005 and said that the decision to compensate land owners based on the preliminary notification in 2000 appears to be arbitrary, as the value of land has increased.

Bengaluru, Oct. 15: The 26th academic conference of All India Federation of University and College Teachers Organisations will be organised from October 17 to October 19.  The theme of the conference is inclusive education. Addressing a press conference, Dr H.T. Rathod, acting vice-chancellor of Bangalore University, said: “The sub themes of the conference will be the role of state in developing higher education, learner centered education system, equity and access in higher education, societal contributions to higher education, strengthening of basic and social sciences at the graduate level and research, and also internalisation of higher education.”

Nearly 1,200 delegates from across India, Nepal and Sri Lanka will participate in the conference, Mr Rathod said.  The conference is being organised by the Federation of University College Teachers’ Associations in Karnataka (FUCTAK), Bangalore University College Teachers’ Association (BUCTA) and Karnataka Government College Teachers’ Association (KGCTA), Mr Rathod said. Dr. Sukhdev Thorat, chairman of UGC, will be the chief guest, Mr Rathod added.

Hospitals to get intensive care

Bengaluru, Oct. 15: Emergency care for the poor is looking up with government hospitals in the city all set to get 72 Intensive Care Unit beds shortly. Except for Victoria Hospital, which has a 10-bed ICU, all other government hospitals, including, Bowring, KC General Hospital and Jayanagar General Hospital do not have ICUs at present.

In an emergency, patients are referred to private hospitals where they are charged between Rs 5,000 and Rs 20,000 a day. But now Victoria Hospital is being upgraded with a 30-bed ICU with six beds each in the five new departments it will soon have. Bowring will get two 10-bed ICUs, one for emergency and one for trauma, in addition to a 10-bed step down ICU.

According to Dr G. T. Subhash, director and dean, Bangalore Medical College and Hospital the ICUs will be functional in the next two months.  The KC General Hospital and the Jayanagar General Hospital are also getting six-bed ICUs. The one at KC General will be equipped with ventilators, monitors, ECG, central oxygen system and more when it begins a trial run from Wednesday.

The ICU at Jayanagar General Hospital will start functioning from November first week, says Dr M. Vishwaradhya, hospital Medical Superintendent. “Every day we get 50 to 75 admissions and 600 to 800 out-patients. We also perform 600 to700 surgeries a month. But in emergencies we were forced to refer patients to private hospitals. Now with this new unit, we can save more lives,” he says. The hospital is getting 10 more experts and six MBBS doctors and 24 staff nurses. “We are training all of them to handle the ICU,” he added.

Jumbo rally for wildlife

Bengaluru, Oct. 15: Tusker Vanaraj, who was part of the Dasara procession in Mysore, will be part of another procession from Bannerghatta Biological Park (BBP) on Thursday to create awareness to save his counterparts in the wild.

The walk is being held to mark the ‘Elephant Day’ which is being celebrated on the concluding day of the 54th Wildlife Week at the BBP, which houses rare mammals, reptiles and birds.  This year, the day will be mark by a rally by schoolchildren and local residents of Bannerghatta which will be followed by movies on elephants being screened.  “Elephants are a flagship species and protection of this mammal is very important,” Vanashri Vipin Singh, deputy conservator of forests, BNP, told reporters.

No pact yet: Deshpande

Bengaluru, Oct. 15: The Congress seems to have decided to adopt an “aloof” attitude to the overtures being made by Janata Dal(S) for a poll alliance for the Council and Assembly byelections.  “I have seen reports on H.D. Kumaraswamy talking about an alliance. So far I have not received any proposal from them,” Karnataka Pradesh Congress Committee president R.V. Deshpande asserted on Wednesday.

While no reason was given for the sudden “withdrawal symptoms,” the rivalry between UP Chief Minister Ms Mayawati and AICC president Sonia Gandhi appears to be the main impediment to an alliance. Janata Dal(S) supremo Deve Gowda has already aligned with the Third Front declaring Ms Mayawati as the Front leader. Three JD(S) MPs had also voted against the confidence motion in Parliament on the nuclear deal along with the BSP.

Fearing that the alliance with the Congress might not happen, the JD(S) has announced its candidates for elections to the three Council seats from the local bodies’ constituencies in Dharwad, Belgaum and Kodagu. Till Tuesday, JD(S) leaders had claimed that they would not be fielding candidates for the election and would be supporting the Congress.

Mr Deshpande said that if a proposal for an alliance comes from the JD(S) leaders, it would be referred to the party high command for necessary instructions. Congress leaders however feel the JD(S) is unlikely to renew its call for an alliance atleast for the Council polls. This is because the fight for the three Council seats is not considered to be a prestigious one as the tenure of the members who win will only be 18 months. The bypolls were necessitated because of the resignation of those who contested to the Assembly.

Not many Congress leaders are eager on approaching their leaders in Delhi with a tie-up proposal at a time when Mrs Gandhi is engaged in a serious confrontation with the Third Front chief.

Rudy lessons for state ministers

Bengaluru, Oct. 15: It was virtually “back to school” for most of the BJP ministers, MPs and legislators who attended a one-day media workshop organised by the party state unit here on Wednesday. Carrying a old-styled cotton school bag with the day’s time-table in it - which mentioned not only the subjects but also tea and lunch timings- the “students” were strictly instructed to be present in the classroom till evening.

“The state president’s instruction is that none of the participants should leave the workshop till it is over,” BJP MLA and spokesperson, C.T. Ravi who assumed the role of classroom monitor, told the participants.

It was amusing to see ministers, office bearers, MPs and MLAs - who are more often seen on the dais - occupying the space meant for the audience and intently listening to the lecture by Rajiv Pratap Rudy, the party spokesperson. He was the “visiting professor” from Delhi who was specially invited to take classes on the intricacies of being a spokesperson. And the urbane Rudy did his best delivering in his distinct and articulate style. “You have to prepare thoroughly on the issues at hand and apply your mind before going for a media conference. The spokesperson should also have a clear idea of what he would like to appear in the next day’s newspaper. Decide what you want to say and stick to it. Journalists may try to make you say what they would like to but be firm,” Rudy said.

To remind the participants that it was indeed a class room and discipline was required during what is essentially a business-like session, Ravi at one point said, “I assumed that only students on the back bench speak and disturb the class. But here I notice even those sitting in the first bench speaking to each other when the classes are on,” Ravi said evoking peels of laughter. The jibe was aimed at two ministers occupying the front row- Katta Subramanya Naidu and R. Ashok.

Rudy said that what mattered was people’s perception of the government’s performance. “You can add to the government’s image and that of the party by presenting your views cogently. A bad presentation spoils a good show,” he added.  Concluding his 35-minute lecture, Rudy said, “Journalists sometimes tend to irritate you but you have to bear with them.”

‘Bypolls will judge our performance’

Bengaluru, Oct. 15: The by-elections to the Assembly from eight constituencies could be termed as a referendum on the BJP government,  party state president D.V. Sadananda Gowda told reporters on Wednesday.

“We appeal to people to strengthen the position of Chief Minister B.S. Yeddyurappa so that he can implement his development agenda,” Sadananda Gowda told reporters after admitting JD(S) leader and former MLA Gantaganahalli Krishnappa and his followers into the BJP. The BJP chief was confident that his party would  win all the eight seats going by the pro-BJP mood in the state.

On the likelihood of the  Congress and JD(S) coming together to fight the polls, the BJP president remarked that this only showed their helplessness in taking on the BJP individually.” He refused to comment on the future of minister Anand Asnotikar who is facing an inquiry by the Election Commission for concealing details of properties in his statement of assets and liabilities. “I would not like to comment on the merits of the case. But I would like to know why the Congress kept mum about the issue? Now that Asnotikar has quit that party, the Congress is targeting him.”

BSY flies around, officers rule roost

Bengaluru, Oct. 15: The never ending district tours of Chief Minister B.S. Yeddyurappa have put the state administration in a quandary. For the Chief Minister, the state capital has now been rendered a mere transit point for embarking on yet another tour, a source quipped.

And for most officials, it’s an agonising exercise catching hold of the Chief Minister and securing his signatures on crucial files. Some sources in the government confess that the administration is fast losing steam because of the absence of the CM in the capital.

Sources in the Chief Minister’s secretariat said that ever since he assumed office on May 30, Yeddyurappa’s attendance at his Vidhana Soudha office has been a meagre 30-40 per cent while his stay in the city may not cross the 50-percent mark. Barring the budget session, The Chief Minister has hardly stayed in the city for a week or two at a stretch.

Sources attributed his frequent district tours to three reasons: One, MLAs and representatives of religious and social organisations insist on he being the chief guest at functions. Yeddyurappa is quick to oblige them as part of his “networking” strategy.

Two, he wants BJP to win the by-elections in the eight Assembly segments and regularly visits them.  Three, the Chief Minister hopes such visits will help him to understand local problems so that he can return and evolve developmental programmes in a better manner.

Sources however contend that the visits are turning out to be counterproductive. Officers have to carry files to airports and public places to get his signature. He also seems to rely on a group of IAS officers too much and often signs files quickly which actually deserve serious thought and consultation, the sources added.

KDA pushes for Kannada

Bengaluru, Oct. 15: The Kannada Development Authority will propose to the state government that an order be issued making Kannada sign boards mandatory in all establishments coming under various departments. The KDA also wants the government to impose Rs 10,000 as fine on anyone violating this order, chairman Mukhya Mantri Chandru told reporters here on Wednesday.

“The KDA is facing a strange problem. Most government officers say there is no provision in the Acts concerning their departments  which makes Kannada sign boards mandatory.  I have therefore decided to approach Chief Minister B.S.Yeddyurappa to get an order issued that covers all departments,” Chandru added.

He was of the view that the present fine of Rs 350  is too meagre and wanted it to go up to Rs 10,000. “The purpose is not collecting more fine but making sure people comply with the government’s order,” Chandru said.  The KDA is also seeking financial assistance for students who do post-graduation in Kannada in varsities outside Karnataka.

Road development cess on state highways soon

Bengaluru, Oct. 15: The state government has decided to  collect road development cess from goods carriers running on state highways. The related laws will be suitably amended to implement the decision, public works minister C.M. Udasi said here on Wednesday. He said the cess collection will be similar to that being made from goods carriers plying on national highways.

According to the minister the cess has become necessary because of the expenditure incurred by the government on developing and maintaining highways under K-SHIP scheme. There are 4,500 kms of state highways in Karnataka of which 1,384 kms are under the K-SHIP scheme.

The new rule will not apply to all roads in the state. The cess will be collected only from vehicles plying on roads that come under the K-SHIP scheme, which includes highways in Bengaluru and Mysore, the minister said. “Road development, maintenance and repairs are very expensive. But they are a vital requirement and so we are planning the cess,” the minister. said adding that the quantum was yet to be decided. Highway repair work was stalled due to the rains. The government has instructed  officials to fill the potholes on highways by the end of November.

Mining row: Ex-minister held

Bengaluru, Oct. 15: The row between the mine lords of Bellary took a violent turn on Wednesday with police resorting to a cane charge to disperse supporters of former minister Diwakar Babu who staged a dharna outside the forest department office. Diwakar Babu was taken into custody.  The entire town was tense for sometime after the lathicharge. At around 10 am, Babu turned up outside the forest conservator’s office with his supporters to protest against the discriminatory attitude of forest officials.

He claimed that Obalapuram Mines Company (OMC), owned by the Reddy brothers-now ministers in the Yeddyurappa Cabinet- had colluded with forest officials to alter the boundary of the state so that OMC, operating from the Andhra Pradesh border, could encroach on land belonging to the state on the inter-state border.  At the instance of tourism minister Janardhan Reddy, forest department officials allowed mining in the forest area though the high court has banned mining in such areas, he asserted.

While a large crowd protested against the “partial attitude” of the forest department outside the office, Babu and a few others got involved in a verbal duel with senior officials of the department.  At this juncture, additional superintendent of police, Ashok Kurer and others walked inside the office and announced that Babu was under arrest. They told him to go along with the police team.

Babu and his supporters refused to move and instead sat in the office.  The police forcefully evicted them and took them into custody.  Anticipating violence, police resorted to a cane charge.  Meanwhile, citing the latest survey report jointly prepared by the forest, mines and geology and revenue departments, forest officials said that the dispute was in no way connected with altering the state’s border.

The controversy was related to the dispute between mining companies operating in the state. The survey report said that it was the Tapal Narayan Reddy (TNR) company belonging to Babu which had encroached on land belonging to other companies and also forest land. A few days ago, the TNR company was barred from operating these mines at Mallappanagundi near Sandur.  Later, Babu lodged a complaint against the tourism minister which was rejected by the district police.  Supporters of Babu said that they would intensify the agitation shortly.

HC stays move on Gokarna

Dharwad, Oct. 15: The government suffered a setback in its attempt to hand over the Gokarna Mahabaleswar temple to the Ramachandra Mutt on Wednesday, when the high court circuit bench stayed changes made in favour of Raghavendra Bharathi Swamiji of the mutt in the temple records.

Hearing the petition filed by devotees of the Gokarna Mahabaleswar temple against its takeover by the math, justice Shailendra Kumar observed that the government is not authorised to change the revenue records of the property belonging to the temple through notification. Directing the Ramachandrapur Math to file its objection, the judge posted further hearing of the case to October 30.  The court also admitted a new writ petition filed by two more devotees Narahari Hegde and Vinayak Hegde against the transfer of the temple to the Math.

The court stayed the mutation entries based on a petition filed by the temple priest Balachandra Dikshit.  The temple properties were in the name of his father Vigneshwar Dikshit. But after the government’s notification on handing over the temple to the math, the revenue officials changed the record of rights of the properties in the name of Raghavendra Bharathi Swamiji.

This drew protests from temple priests and several devotees, who went to court on the issue while questioning government move. Senior advocates Subramanya Jois and Jairam Shetty argued in favour of the petitioners.

BJP will have it easy: CM

Shimoga, Oct. 15 : Chief Minister B S Yeddyurappa said on Wednesday that the Bharatiya Janata Party would emerge victorious in all the eight seats in the forthcoming by-elections to the state assembly. Addressing reporters after inaugurating a four-dayfree eye check-up camp organised at Shikaripur town he noted that people had given a clear mandate to the BJP party in the last assembly elections held in May.

This time too the people of the eight constituencies would elect BJP candidates. The BJP government would be in power for its full five year term considering the people’s support it had received, Mr Yeddyurappa added. On the tie-up between the Congress and the JD(S), he said the people had seen how both the parties had ruled the state in a coalition government in the past.

The voters had also judged the performance of the JD(S) - BJP coalition and were fed up with two party rule. Mr Yeddyurappa said leaders of opposition parties, including Mr R .V. Deshpande were unnecessarily creating chaos in political circles. “The main intention of the Congress and the JD(S) leaders is to destabilize the BJP government,” he charged.

On the controversy over the alleged murder charges against fisheries minister Anand Asnotikar, he said he was not aware of the legalities of the case and would review the issue with legal experts before deciding on the further course of action.

Illegal shops evacuated

Tumkur, Oct 15: The City Municipal Council of Tumkur and the district administration on Wednesday launched a drive to evacuate petty shops from the roadside. Although some roadside vendors protested, the authorities succeeded in removing them from the footpaths on M. G. Road, J. C. Road, Ashok Road, and several other parts of the city such as Mandipet, Varapet and Anjaneya Swamy Temple premises.

CMC Commissioner Thulasi Maddaneni said the eviction was being done to free the footpaths of Tumkur for use of pedestrians.  However, the petty shop owners would be relocated to other areas. The drive had been taken up following a number of numbers of complaints from the public.

Deputy Commissioner of Tumkur Dr. C. Somashekar said a meeting had been convened on Friday to discuss on the evacuation of encroachers on city roads. City activists, MLA Sogadu Shivanna and others would participate in the meeting. The drive to remove the encroachments would be carried out after Diwali, he added.

Gear Up To Use GM Seeds: Kalam

Gear up to use GM seeds: Kalam

Chennai Oct. 15: Former president Dr A.P.J Abdul Kalam asked farmers to get ready to switch over to Genetically Modified (GM) seeds in a big way.  “We have to switch over to GM seeds because our agricultural productivity levels are very low. Our farm productivity is less than half of China’s,” said Dr Kalam during his interaction with the farmers of Manapakkam, Illedu and Chunampet villages in Kancheepuram district on Wednesday.   The former president, an aeronautical scientist of repute, pointed out that agricultural productivity of Tamil Nadu itself was low compared to that of states like Punjab.

“While the farmers of Punjab produce 7 tonnes of paddy per hectare, Tamil Nadu’s output is less than 4 tonnes. Our cultivation methods have to be improved so that the farmer gets a fair return,” said Dr Kalam. He said that farmers who opted for Bt Cotton, a GM variety seed, have made considerable gains financially as well as socially. “The tests and official clearance of GM seeds for various kinds of crops are underway. Once the final clearance is issued, farmers should opt for them,” he said. While one of the farmers asked him about the strong opposition to GM seeds from various sections, Dr Kalam said the farmers were free to choose the kind of crops they want.  “My suggestion is that you should improve the productivity and yield. If you can do it without GM seeds, you are free to do so,” said the former president.

Dr Kalam also wanted a quality assurance system to monitor seeds, fertilisers and pesticides.  “There were instances of farmers getting cheated because of spurious seeds and fertilisers, he said. The former president, who turned 77 on Wednesday, spent the entire day crisscrossing half a dozen villages and cut the birthday cake amidst the tiny tots of a play school in Illedu.

Do not confuse us: Rajini fans

Madurai Oct. 15: Disappointed by superstar Rajinikanth’s statement that neither can anyone force nor stop his entry into politics, his fans in Madurai and Theni districts have come out with a strong remark against their star: Thalaivaa, neeyum kuzhambi, engalaiyum kuzhappaadhey (Do not get confused and confuse us too). Posters carrying these lines have cropped up in the rural pockets of Madurai and Theni districts. His fans, who had earlier expected superstar’s entry into politics to set right the problems faced by the state such as power crisis and thereby taunted the DMK government, have splashed graffiti venting out their frustration.

Unfazed by Rajinikanth’s statement that action would be taken against those responsible for such posters, his fans have put up posters with different wordings. “Will you enter politics or not? Come out with a good decision. Do not get confused and confuse us too,” read a poster put up by Vadipatti town panchayat councillor A.Boominathan. “Why confusion? Either you take a decision or let us take a decision,” said his fan V.Sonai through a poster in Sanampatti.

No major meltdown impact

CHENNAI Oct. 15: The global financial meltdown following the collapse of US investment banks will have limited impact on the industries in Chennai in the short and medium term, say industrialists. There are no long term fears Though the reverberations of the unremitting credit meltdown in the US were now echoing in the other sectors, industrialists feel this is temporary. According to Phaneesh Murthy, CEO, iGATE Corporation, “The decision making process will become slower in the next two quarters. December and March quarters will lead to further weakness. The overall spend in the financial services space will come down dramatically.”

Other sectors will also be cautious on their IT spend.ῠῠ ῠ”The overall IT budget in 2009 would be less than 2008 spending across the sector,” he said. Though the Indian IT companies might have a few comfortable quarters margin wise, there would be a lot of pressure on the revenue front. The domestic auto sector has also been pulled down by the slowdown and the crashing stock markets. The slowdown has hit sectors like heavy commercial vehicle and even small cars will not have any demand in the domestic market, say analysts in the auto sector. The financial crisis has also had an impact on the demand for gold in Chennai.
Despite high prices customers are finding the yellow metal a safer investment, said L K S Syed Ahmed, proprietor of LKS Gold House in Chennai.

The only negative thing about the slowdown in the US economy is that it has impacted hiring in tier-II cities. Many companies who usually go for campus hiring in September and October have now opted for December. A few companies have still not called candidates to whom they have made offers

‘Quit home’ protests gather pace in state

MADURAI Oct. 15: A new form of democratic protest, catching up in rural Tamil Nadu, is causing a severe headache to revenue officials. In May, Pillaimaar families of Uthapuram in Madurai district left their village and climbed the hills to live in the wild after the government razed part of a wall, which the CPM claimed separated Dalit and Pillaimaar habitats. With support from other villages, they lived on the hillside for about ten days before revenue officials persuaded them to return from their self-imposed exile. Now disgruntled groups in other villages too are following suit to catch the attention of the powers-that-be.

A month later, Hindu Vanniyars in Perumalkovilpatti near Ambathurai packed their bags and descended on the Mariamman temple in Dindigul to protest against the authorities who allegedly cut down trees to make way for the chapparam (chariot) of a church. The protestors stayed in the temple for two days until the revenue officials pleaded with them to return home. Last month in Kaakkivadanpatti near Sivakasi, six castes including dalits joined together against Naickers and vacated the village after the issue over rights to worship in the Kalia- mman temple came to a boil. About 500 families camped in another temple in a nearby village for a week to get their demands fulfilled.

In the western belt of Tamil Nadu, at Kandampatti in Salem, Vanniyars walked out of their village and stayed put in Siddhar hills last month when dalits were allowed to enter the Draupadi Amman temple. The latest in the news are the Ahamudaiyars of Melmangalam near Periyakulam who have pitched their tents on a hillside in support of their demand for representation on the local temple committee. ῠWhile political parties are trying to whip up passions, revenue officials face the tough challenge of making these people return.ῠ

Watch digital films in buses

Chennai Oct. 15: Tamil Nadu would become the first state in the country to install an internet-based Out of Home display technology in more than 10,000 buses operating on long routes. The facility would allow the passengers traveling through theses buses to view high quality digital relay of movies, educational programmes, government policies and other entertainment programmes.

Speaking to Deccan Chronicle G.J Moses, managing director, Pallavan Trasnport Consultancy Services Limited, a nodal agency that is implementing the programme, said that this is the first of it kind in the country and would be installed in buses under the build, own, operate and maintenance (BOOM) concept.ῠῠ “Earlier the system was used in the Rajdhani Express, but it is for the first time in India that it would be installed in the buses on large scale,” he said and added that initially the system would be installed in 2,100 buses.

Mr Moses said that the content like movies, songs and commercials will be hosted in the web and operated from the central server at the control room by the operating agency. The LCD television with a unique inbuilt set top box would download the contents in compressed and encrypted files of MP4 and AV format while entering or halting at the wireless fidelity enabled depot. The contents can be adjusted according to the area within the stipulated time slots, which would allow local advertisement and contents to be displayed. Besides instant messages and warning could also be sent to the buses from the control room, he said.

Debendranath Sarangi, secretary, transport department, said earlier Tamil Nadu State Transport Corporation was spending Rs 5.50 crore per annum for operating televisions in 4,000 buses. The new systems will fetch additional revenue of about Rs 8.75 core per annum as ad revenue.

A drama, says Jaya

Chennai Oct. 15: AIADMK general secretary J. Jayalalithaa on Wednesday called chief minister M. Karunanidhi’s call for resignation of MPs from Tamil Nadu on the Sri Lankan Tamils issue ‘a hypocritical drama.’ῠ She dubbed the resignation of DMK Rajya Sabha MP Ms Kanimozhi as ‘the height of drama’ and asked all the DMK ministers at the Centre to resign immediately if they were really concerned about the plight of Sri Lankan Tamils.ῠ “I strongly condemned Indian military’s secret support to the Sri Lankan military in the latter’s annihilation of Tamils. I called upon chief minister M. Karuna-nidhi to withdraw support to the UPA government at the Centre to bring about a solution to the issue,” said the AIADMK chief in a statement here.

“I said that unless the DMK withdraws support to the UPA at the Centre, Delhi will not come forward to help the Sri Lankan Tamils on a humanitarian basis. The resolution adopted at the all-party meet raises doubts as to whether Mr Karunanidhi has been acting at the behest of the LTTE. The resolution has asked for an end to war in Sri Lanka. Ending war is an internal decision of that country,” she pointed out.ῠ “The priority is to ask the Centre to stop military aid to Sri Lanka and pressurise Lanka to stop attacks on innocent Tamil civilians. Will Mr Karunanidhi ask the LTTE to stop using innocent Tamil civilians as strategic pawns in the war?” she asked.

“Mr Karunanidhi had eulogised the slain political chief of the LTTE. Will he ask the LTTE to allow innocent Tamil civilians to move to safer places? There is information that the LTTE is not allowing the Tamils to move to safer places,” she said. “Mr Karunanidhi is only attempting to protect the LTTE by asking for a ceasefire now. This is not acceptable,” she added.

MDMK MPs ready to resign

Chennai Oct. 15: MDMK general secretary Vaiko on Wed-nesday said that his party was ready to sacrifice the posts of its two MPs for the cause of Sri Lankan Tamils. “MDMK is ready for any kind of sacrifice to protect the interests of Tamils and to stop the genocide of Sri Lankan Tamils,” he said in a statement.

He also appealed to the Centre to threaten Sri Lanka with economic sanctions and end of all diplomatic ties if the Lankan government did not agree to a ceasefire.ῠ “Prime Mini-ster Manmohan Singh had admitted in a letter written to me on October 2 that India had been helping Sri Lanka militarily to protect the latter’s national unity. India should take back all the radars given to Sri Lankan Air Force and withdraw Indian military units deployed there,” Vaiko demanded.ῠ “India should cancel the financial aid given to Lanka and stop giving military training to Lankan forces. We should pressurise them to announce ceasefire and allow opening of a U.N. office at Colombo,” he said

Ring road to link Vandalur, Minjur

Chennai Oct. 15: The Chennai Metropolitan Development Authority (CMDA) has pla-nned to develop a 62 km long outer ring road connecting Vandalur in the south and Minjur in the north to decongest traffic in the city.ῠ CMDA member secretary Vikram Kapur told Deccan Chronicle, “We have pla-nned to develop an outer ring road along the periphery of Chennai Metropolitan Area with the objective of relieving congestion within the city and catalysing even dispersal of urban growth.” The outer ring road will connect four national highways - NH 45 at Vandalur, NH 4 at Nazarathpet, NH 205 at Nemilichery and NH 5 at Nallur - and the Thiruvottiyur Ponneri-Panjetty Road at Minjur covering 62.3 km. The cost for this road with six lanes is estimated to be about Rs 850 crore.

The CMDA would acquire land for the ORR in two phases, Mr Kapur said. The first phase of land acquisition from NH 45 to NH 205 for a length of 29.5 km covering 29 villages had been completed and the second phase of acquisition from NH 205 to TPP Road covering 28 villages was under progress. “We expect the land acquisition to be completed by this year end and execution of the project would begin in 2009,” he added. “This project will help divert traffic emanating from Chennai-Tiruchi road, Chennai-Bangalore road, Chennai-Tiruvallur high road, Chennai-Nellore road and Tiruvottiyur-Ponneri-Panjetty road,” he said.

The member secretary said that a consultancy study for the preparation of a detailed feasibility report (DFR) for the project had been completed. “On getting the state government’s approval of the DFR, the preparation of a detailed project report will be taken up after which execution of the work will begin,” he said.

Woman priest takes charge

Madurai Oct. 15: For Pinniyakkal (50) of Nalluthevanpatti in Usilampatti block, it has been an unrelenting battle with the men in her village and neighbourhood who do not want a woman as a temple priest. Her father Pinnathevar assigned the ancestral poosari rights of the Sri Duragai Amman Temple to her before his death in November 2006. However there was opposition to her becoming the temple poosari. The deputy tashildar submitted that 89 per cent of the villagers were against her and they chose a male poosari in her place. But Pinniyakkal’s perseverance carried her through. After two long years, the Madras High Court Bench in Madurai ruled on September 5 that “the altars of God must be made free from gender bias.” Justice K. Chandru also directed the Collector to provide protection to enable her to perform poojas.

On Tuesday night, after over a month, the district administration gave her the protection. Unfazed by stiff opposition from the men, especially in Puthur Nalukarai and Linganaickanpatti, she retrieved her poosari rights.ῠ Accompanied by revenue officials and police and draped in an auspicious yellow saree, she walked into the Durga temple to serve the Goddess. Some men in Linganaickanpatti had created obstacles when she was taken to the temple.

“They obstructed our entry by placing thorny bushes on the path to the temple. We had to hold talks with them. But they refused to give in saying they were not willing to give their lands for the purpose, which they had allowed when the male poosari was in charge of the temple. So we had to take her through a temporary path,” a police officer said. However, a happy Pinniyakkal told Deccan Chronicle, “Women in my village are by my side.ῠ Recognising me as a poosari, they, in accordance with the custom, offered me the head of the goat after they slaughtered it during a festival last week. This is more than enough for me.”

Order has gone down drain: HC

Chennai Oct. 15: Pulling up the state government for allowing conservancy workers to get inside the drains, despite its earlier directive, the Madras high court on Wednesday reiterated its order and cautioned that any violation would be viewed very seriously. A division bench comprising Chief Justice A K Ganguly and Justice F M Ibrahim Kalifullah posted after three weeks, further hearing of the PIL filed by A Narayanan. The bench said, “This court feels very much disturbed on hearing that even after an order was passed on October 13 making it amply clear that no human being should be allowed to get inside the drainage/sewerage lines for clearing any block, in an incident that took place on October 14, one person who went into the drain, allegedly for clearing the same, had died and two persons have been seriously injured.”

The Government Pleader submitted that no person had entered the drainage line for clearing the block and that the person who had reportedly died in the incident was involved in the work of construction of a new drainage line which had not yet become operational.
“We have before us a report filed by the Chief Engineer of the Chennai Metropolitan Water Supply and Sewerage Board, in which it has been stated, ‘Entry of worker into the manhole cannot be avoided in some circumstances’. It has been stated that one such situation is when an inspection is to be carried out to assess the condition of the infrastructure or when machine erection is required, entry of man is allowed into manhole using protective gears. But, the photograph shown in the newspaper clearly demonstrates that those who go inside the drains for clearing the block use no protective gears. Therefore, the report which has been filed does not match with the ground realities”, the bench pointed out.

However, the government pleader submitted that he would file a detailed affidavit in this regard, for which, he was granted two weeks time, the bench added.

Pimp’s arrest under Goondas Act upheld

Chennai Oct. 15: The Madras high court on Wednesday upheld an order of the Commissioner of Police (CoP), detaining a pimp under the goondas act. A division bench comprising Justice Elipe Dharma Rao and Justice S Tamilvanan dismissed the HCP filed by N Jyothi, seeking to quash the order of CoP, detaining her husband Mohan alias Mohan Reddy under the goondas act. According to police, Mohan was a habitual offender under the Immoral Traffic (Prevention) Act and already four cases were pending against him for acting as a pimp. Promising cinema chances, he brought girls from neighbouring states through his associates and thereafter induced and forced them to indulge in prostitution.

Petitioner contended that her husband knew only Telugu. Since the order of detention, grounds of detention and other documents were not supplied in Telugu, his detention was vitiated. Pointing out that serious allegations of inducing and forcing innocent women to the flesh trade has been made against the detenu, the bench said on a perusal of the entire materials placed on record prima facie there were reasons for the CoP to detain him under the act.

Power cuts may go, says minister

Chennai Oct. 15: Electricity min-ister Arcot N.Veerasamy on Wednesday said that the existing schedule of load shedding across the state would be stopped in the near future.
The one and half hour power cuts in the city had already been lifted and the six and a half hour power cuts in the rural areas had been reduced to two hours, he claimed.

Inaugurating the Energy and Environment Meet, a one-day seminar organised by FICCI here, he said Tamil Nadu would be a power surplus state by 2012. “Merchant Power Plants (MPPs) with a total capacity of 20,000 MW in the East Coast area had been sanctioned. The construction of ports at Thoothukudi, Villupuram and Cuddalore to ensure coal supply, will get over in two years and the power projects will start generation by 2012,” he said.
More power projects to generate 1,600 MW were in the pipeline and would commence generation by 2010, he said.

“We are encouraging all sugar mills to generate power through cogeneration. The government has requested the technical team at TNEB to explore the possibilities of increasing generation from the sugar mills,” he added.   Later answering queries from the media Veerasamy said the power cuts in the state had almost been lifted because of the rain. The problems faced by the industrialists because of power shortage would also be sorted out.

K. Balasubramanian, Member (generation) TNEB, later addressing the gathering on the power position in the state said that of the 24 applications received by the TNEB for setting up MPPs, 12 had been sanctioned. Work on three MPPs with a capacity of at least 6,000 MW had started. Gireesh B.Pardhan, additional secretary, Union ministry for power, and energy experts took part in the seminar.

Heartland War Hots Up

Heartland war hots up

Lucknow, Oct. 15: A day after Congress president Sonia Gandhi fired a salvo at UP chief minister Mayawati, the latter returned fire. Addressing a press conference here Wednesday, Ms Mayawati hit out at the Congress for indulging in politics over development and accused the Centre of discriminating against UP.

Terming Mrs Sonia Gandhi’s statement that she was prepared to go to jail as “nautanki and drama”, the chief minister said if her government had so wished, Mrs Gandhi would not have been able to hold a roadshow in Rae Bareli on Tuesday, and her wish to go to jail would have been fulfilled for defying prohibitory orders.

“The Congress is worried only about Rae Bareli, but I am worried about the whole of Uttar Pradesh. For the Congress, Rae Bareli and Amethi is Uttar Pradesh, and they cannot look beyond this. It has been said we are indulging in politics at the cost of development, but the Congress and Centre should do some introspection before hurling allegations,” Ms Mayawati said.

The chief minister added that the Congress had thought of setting up the rail coach factory in Rae Bareli only when Lok Sabha elections were just a few months away. “The Congress has been in power since 2004. Why did they not think of it then? It is clear all this ‘natak’ is aimed at getting votes with false assurances of employment.”

Ms Mayawati went on: “If the intentions of the Congress are noble, why don’t they set up the rail coach factory in Bundelkhand or some other underdeveloped region? The Congress has been in power at the Centre for 48 years and in UP for 44 years after Independence, and one can see what development has taken place. Even Amethi and Rae Bareli remain undeveloped.”

Denying Mrs Gandhi’s allegation that her government was blocking development schemes, she said it was the Centre which had put obstacles in schemes like the Ganga and Yamuna expressways.ῠ “We asked for a special package of Rs 80,000 crores, but the UPA government didn’t respond. Then they refused to give us a package for Bundelkhand… We have not even been paid our share in taxes.”

Congress backs Jamia probe

New Delhi, Oct. 15: The demand for a judicial probe into the Jamia Nagar police encounter is refusing to die down with a section of Congress leaders belonging to the minority communities backing it. Senior party leaders will be meeting here on Thursday in the wake of the alienation of minorities and communal tensions spreading across the country.

The meeting has been called by the AICC’s department of minorities at a time when Muslims and Christian communities are feeling insecure due to alleged attacks by activists of the Sangh Parivar and the Bajrang Dal not only in Orissa and Karnataka but in Maharashtra, Andhra Pradesh, Assam and MP.

Former J&K chief minister Ghulam Nabi Azad, Union minister A.R. Antulay, former ministers C.K. Jaffer Sharief and Salman Khurshid, Congress president’s political secretary Ahmed Patel, AICC general secretaries Mohsina Kidwai and Margaret Alva, Jagmeet Singh Brar and Anwara Taimur have been invited by AICC minorities department chairman Imran Kidwari.

APSRTC wins four awards

New Delhi, Oct. 15: The Andhra Pradesh State Road Transport Corporation (APSRTC) has won four
awards at the 53rd annual conference of State Road Transport Undertakings, which is headed by the Union transport secretary, Mr Brahma Dutt. The recognition to the APSRTC came for less accidents, fuel efficiency, tyre life and better urban transportation for the Vijayawada division.

The APSRTC vice-chairman and managing director, Mr V. Dinesh Reddy, received the awards from Mr Dutt. Giving the credit to the workers for the feat, Mr Reddy said that in the rural areas of the state, exemplary services was being rendered, despite the high diesel price. Though costs have gone up, the fares have not been hiked, he pointed out. This is because of the APSRTC’s social obligation. The corporation believed in “service” and not “profit” as a motto, he said. The APSRTC will acquire a fleet of 3,000 buses this year.

Centre clears 2 urban projects

New Delhi, Oct. 15: The Union urban development ministry has given green signal to two new projects under the Jawaharlal Nehru National Urban Renewal Mission (JNNURM) in AP.ῠ The Central Sanctioning and Monitoring Committee (CSMC) headed by the Union urban development secretary, Mr M. Ramachandran, approved improvement of Storm Water Drainage Zone-I and Zone-II of Greater Hyderabad Municipal Corporation and Solid Waste Management Project at Vijayawada. The two projects will cover the remaining area in the six hydrological zones of the master plan of Hyderabad and the two zones will get integrated drainage systems. Upon completion, the projects are designed to ensure that there will be no flooding or stagnation in monsoons so that there is no damage to property and will reduce the restoration costs of physical infrastructure that occur after rains particularly for road restoration. Improved health and sanitary conditions and reduction in operation and maintenance cost in the area are also envisaged.

The prioritisation criteria for selecting these projects amongst the Zones are: Zones with maximum inundation, maximum population, maximum slum population, high density and saturation of population, maximum destruction to infrastructure after rains during the last monsoon.ῠ Heavy rainfall had taken place in these areas in the last monsoon leading to loss of property.

Solid waste management project of Vijayawada has been approved with project cost of Rs.58.05 crore of which Central Government’s share would be 20.32 crores (35%). Vijayawada produces 534 tons per day of solid waste and currently a waste to energy project is producing 1 lakh units of power per day by consuming solid waste of 225 tones per day. The Municipal Corporation of Vijaywada is the implementing agency.

This project envisages public private partnership (PPP) to be done in composting using 150 MT per day and by a methane plant using 20 metric tones per day, along with land fill for the remaining solid waste produced. The project will segregate waste at source and will encompass the entire cycle of collection, transportation, treatment, sanitary and land fill.

Vijayawada Municipal Corporation will get garbage collection at source done through SHGs on which 50 per cent of the contribution towards garbage collection will be accounted for by resident welfare associations and will impose fines on persons throwing garbage under the provisions of Municipal Act.

‘Lanka cause for concern’

New Delhi, Oct. 15: As Tamil MPs mounted pressure on the Centre over the incidents in Sri Lanka, the Prime Minister, Dr Manmohan Singh, said on Wednesday the situation in the island nation is a cause for “serious concern” and asked Colombo to find a negotiated settlement rather than looking for a “military victory”.ῠ Underlining that the human rights of ethnic Tamils in Sri Lanka must be respected, Dr Singh said India has conveyed its views to the island government, including at the time when National Security Adviser M.K. Narayanan called Sri Lanka’s Deputy High Commissioner last week.

“The situation in Sri Lanka remains a cause of serious concern for India. We are concerned over escalating hostilities, losses suffered by civilians and increasing number of displaced persons,” Dr Singh said in reply to a question at a press conference after the India-Brazil-South Africa (IBSA) Summit here.ῠ “We always believe that situation in Sri Lanka does not call for military victory. It calls for negotiated political settlement which respects the unity and the integrity of Sri Lanka and at the same time respects the essential human rights of minorities, particularly Tamil minorities,” he said.

The PM’s comments came against the backdrop of an all-party meeting in Tamil Nadu demanding that the Centre act to stop military offensive in Sri Lanka failing which all MPs from the state would quit within a fortnight.ῠ He also expressed concern over the Lankan Navy’s firing on Indian fishermen.

IM plans Dec. 31 hit on beaches of Goa

New Delhi, Oct. 15: The world famous beaches of Goa are on the hitlist of Indian Mujahideen (IM) which has been planning a terrorist strike in the city around New Year eve this year at a time when it is the most crowded. IM members arrested in Delhi in connection with the Delhi serial blasts, have told their interrogators that the outfit has been planning to strike in Goa in December 2008.

The target is American, British and Israeli tourists, who are the most frequent visitors to Goa. This is not the first time that terrorist outfits have planned to strike in Goa. Goa is in the crosshairs of international terror combine, according to intelligence officials. Officials believe that the IM is closely following the Al Qaeda whose strategy is to strike at tourist spots.

The arrest of Lashkar-trained Simi-HuJI terrorist Raziuddin Nasir earlier this year gave security agencies an insight into the larger IM-Simi gameplan to target Goa. Nasir was arrested by security agencies from Honnali in Karnataka in connection with the Ahmedabad blasts. Nasir said IM was planning a terrorist strike in Goa in January 2007.ῠ He along with his associates had done a recce of Goa on stolen motorcycles, it was revealed.

Adiga’s own story is more compelling

New Delhi, Oct. 15: Aravind Adiga’s Booker Prize-winning tale of the son of a rickshaw puller who dreams of escaping poverty rings true in India, where 800 million of its billion-plus population live on about 50 US cents a day.ῠ But for young, urban Indians, perhaps even more compelling is his real-life story of trying to find an apartment in Mumbai, notorious for its high rentals and finicky landlords who detest pets, meat-eaters and, in particular, says Adiga, single men. In a column in the Guardian, Adiga, 33, wrote of the travails of a bachelor in Mumbai, or one who did not work for a big MNC or had a wife in some distant city to lend him a veneer of respect. “Making things worse is that I describe myself as a ‘writer’, a category that doesn’t mean anything to the landlords of Mumbai,” wrote Adiga.

Cops hunt for rape accused

Panaji, Oct. 15: The 14-year-old German girl, whose mother alleged she was “sexually assaulted” by a Goa minister’s son, is refusing to submit to a medical examination.ῠ The police has tried to convince the girl, engaging NGOs and a counsellor, superintendent of police Bosco George told mediapersons on Wednesday evening.

As the case takes on a mysterious twist, education minister Atanasio Monserrate said the entire episode was an attempt to frame his son and pull him down politically. “Some people in the Cabinet are definitely involved,” he told this newspaper.ῠ “What sort of an investigation is this? Without carrying out any inquiries, they have put a rape case against my son. He is innocent,” Mr Monserrate said.

The police on Tuesday registered a case of rape against Rohit Monserrate (21) and named the minister for abetment, based on the German woman’s complaint.ῠ She has said Rohit Monserrate was “sexually using and harassing” her minor daughter.ῠ Rohit Monserrate, who was in Mumbai, returned to Goa on Wednesday evening along with his lawyer.

The police had on Tuesday posted a notice outside his house, asking him to present himself at the police station.ῠ At an emergency Cabinet meeting late Tuesday night and Wednesday evening, Mr Monserrate said he did not trust the police to conduct a proper investigation. Earlier this year, after a fracas between Mr Monserrate’s supporters outside the Panaji police station, the police ransacked the politician’s house and destroyed property, before beating up the legislator, his wife, son and the town mayor in police custody.

The case is currently being enquired into by the CBI. Meanwhile the Congress secretary in charge of Goa, B Hariprasad arrived in the state to iron out the internecine quarrels and vendetta politics in the cabinet.

IM conned Russia hacker

Mumbai, Oct. 15: Software engineer and IM operative Mansoor Peerbhoy had conned a Russian gaming wizard by the name Igor Sysoev to master the fine art of hacking undetected by posing as a programmer from Zimbra, a software development company based in California.

In good faith, Mr Sysoev taught him the skills, which were subsequently used in sending mails from Ken Haywood, Khalsa College and the dental colleges.ῠ Based on the transcripts and the email logs that were traced between Peerbhoy and Sysoev, it is evident that he was trying to hack into unsecured connections.

Peerbhoy had first contacted Mr Sysoev on September 23, 2007 and asked questions regarding the NGINX software developed by him. Though indirectly, Peerbhoy asked for information that would help him hack into unsecured connections.

As Peerbhoy had introduced himself as a developer of a software developer, Mr Sysoev responded to him.ῠ In all, Peerbhoy sent 21 emails to which he got replies to 10 queries. The number of emails went up just before the blasts in Ahmedabad and New Delhi.

Over the year, Peerbhoy was in regular touch with Mr Sysoev and other people who used the NGINX software and kept on gathering information.ῠ The last email was sent on September 17, 2008, four days after the New Delhi blasts. Peerbhoy, who was sure that he had fooled the cops and investigators, had also replied to a query on how to access remote computers without leaving behind a log.

On being contacted Mr Hassan Gafoor, Mumbai police commissioner said, ” During investigations we have learnt that he had exchanged emails with Russia-based developer Igor Sysoev to learn hacking.ῠ Mr Sysoev is a professional programmer and he was not aware about Peerbhoy’s intentions. But we are still questioning Peerbhoy regarding this.

Bell opts out of IAF bid

New Delhi, Oct. 15: American company Bell Helicopters has pulled out of the Request for Proposal (RFP) process for acquisition of 22 attack helicopters by the Indian Air Force.ῠ Bell sources said that the company would have had to sell its helicopters only through the United States Government to India and not directly. “We had responded to the initial Request for Interest. However, we can only sell our helicopters through the Foreign Military Sales (FMS) route since we have an arrangement with the US Navy.

We can only sell through the US Government but India was keen on direct sales from the company. So we had to pull out from the process,” Bell sources said. India had floated the RFP in May this year for acquisition of 22 attack helicopters to augment its fleet of 30 MI-25 and MI-35 attack choppers.

According to agency reports, Boeing did not submit the bids and wanted more time to prepare a concrete proposal meeting all qualitative requirements of the Indian Air Force. Boeing, after showing initial interest in the bids, refused to submit it later, as it wanted more time to prepare a concrete proposal meeting all qualitative requirements of IAF.

It sought an eight-week extension of the deadline, originally set for August 23 this year.ῠ However, the Defence Ministry refused to provide such a long time, considering that India wanted to complete the procurement of the 22 attack helicopters before May 2011. The government, on receiving the request from Boeing first agreed to extend the deadline by another 30 days to reset the last date for submission of the bids in September.

Man held for threat to Prez

New Delhi, Oct. 15:The Tamil Nadu police claimed on Wednesday to have arrested the man responsible for sending offensive mails to president’s office.ῠ In a joint operation conducted with the special cell of Delhi police, the Tamil police said the man identified as Ramyina was arrested on Wednesday afternoon for sending offensive mails to President Pratibha Patil, “He has confessed to his involvement in the crime. We have scanned his profile but he has no criminal allegiances. He was doing it just for fun,” a senior official of Delhi police’s special cell said.

Sources said Ramyina was arrested on Wednesdayῠ after the special cell passed on the information about his destination to the Tamil Nadu police officials. Sources said that Ramyina, a computer programmer is being interrogated for more details into the incident. Sources said that he had created the domain “black.monolith@gmail.com” two days before starting sending hate mails to the president.ῠ The mails sent to Pratibha Patil allegedly hurled abuses at her and also threatened her with dire consequences.

Solar panels power spacecraft

Bengaluru, Oct. 15: Spacecraft are powered by solar energy, collected by one or more solar panels mounted on their sides, and converted into electric power. Chandrayaan-1, too, is powered by a single solar panel that will generate 700 Watts of power while in moon orbit. But there are times when the spacecraft is on the opposite side of the moon from the sun or when the moon is in eclipse when the sun would not be shining on the solar panel.

For those times, the spacecraft carries a lithium-ion battery - the same kind that you find in today’s laptops.ῠ What are the things that one has to think about when building a power system for a spacecraft such as Chandrayaan-1?ῠ First, with respect to the solar panel, one has to decide whether one panel is enough or two are required to be mounted on either side of the spacecraft’s body.

Considering Chandrayaan-1’s total power requirement, its orbit, ease of operation and the desire to avoid too many mechanical systems, Isro scientists have decided that a single high-performance solar panel is enough. This single solar panel is mounted on one side of the spacecraft, canted in such away that the panel is always turned towards the sun while Chandrayaan-1 goes about in its orbit.

Another important consideration - indeed the most important one whenever anything has to be launched into space against the gravitational pull of the earth - is weight. The ordinary solar photovoltaic panels that we use in daily life for such things as solar water heating are made of silicon cells. One can build a solar panel for the spacecraft using the same technology, but silicon-based panels are still inefficient - they convert only 13-15 per cent of the energy into power.

Chandrayaan-1’s solar panel, on the other hand, uses GalliumArsenide cells that are laid over a Germanium surface. Their efficiency about 26 per cent. That means the spacecraft now carries a solar panel that is only half the size - 1m by 1.15m - that it would have been if it were made of silicon cells, and therefore considerably lighter, says Mr. A.D. Dharma, incharge of Chandrayaan-1’s power system.

Bishop in adoption muddle

Kochi, Oct. 15: A bishop in Kerala has stirred controversy by adopting a 26-year-old woman, prompting the archbishop of the area to hold an inquiry after priests in his diocese made a complaint. The issue of 58-year-old Kochi bishop John Thattumkal adopting a 26-year-old woman has been probed by the Archbishop Daniel Acharuparambil of the Verapoly Archdiocese near Kochi and the report has been sent to the Vatican.

The archbishop was told about the adoption after some priests in the Latin Catholic Diocese of Kochi came out against Thattumkal’s action saying that it was against Canon Law. The affairs of the church are run under the Canon Law, an elaborate system of church jurisprudence, which bounds a Catholic priest to celibacy.

“The bishop is a priest. Catholic priests are not allowed to have a family of their own. He is a father figure to all those in his diocese. When a bishop adopts somebody, he becomes a father to that particular person. This I think is against the law of the church,” a Catholic priest said on condition of anonymity. The bishop is reported to have told the priests of his diocese that he had adopted the woman, from a non-Catholic Christian family in Pathanamthitta, for spiritual renewal. He is reported to have met the woman during a pilgrimage to Europe last April.”The bishop introduced the woman to some of us at a meeting,” Archbishop Daniel Acharuparambilus said.

Holy text no guide for gay ban: HC

New Delhi, Oct. 15: The Delhi High Court on Wednesday pulled up the Centre for relying on religious texts to justify the prohibition on gay sex in the country and asked it to come up with scientific reports to justify it. The remarks came when the Additional Solicitor-General P.P. Malhotra was referring to an article condemning gay sex by quoting the Bible. “We should not accept religious literature instead of scientific report,” a bench headed by Chief Justice A.P. Shah said.

“These are not scientific reports. These are articles quoting the Bible, which is a propaganda. Your arguments should be based on scientific reports. Show us scientific reports which justify criminalisation of such acts (gay sex),” the Bench observed.ῠ The Bench asked the government to place before it the reports of the World Health Organisation on the issue of health hazards arising out of criminalisation of gay sex. “We are not taking it (religious literature). We will be going by your report submitted by the Naco. We would rely on Naco’s report. You can counter it by some scientific report. Show us what WHO says. We can rely on those scientific reports,” it said.

“I am not saying that you cannot quote Bible but show us scientific report. The entire article you are referring to quotes the religious text. This is the opinion of a traditional religious body. Its a religious view of a certain body which cannot be relied upon,” the Chief Justice said, adding that this is just one sided version of a religious body.ῠ The National Aids Control Organisation, in its affidavit filed on behalf of Union Health Ministry, had said that gay sex among consenting adults should be decriminalised.

The court observed that if the government goes by the religious text referred by it then all such people (homosexuals) in the country would be put behind the bars.ῠ Naco, in its affidavit, has not favoured enforcement of penal provisions against consenting homosexual adults. “Enforcement of Section 377 can adversely contribute to pushing HIV positive persons underground which would make such risky sexual practises go unnoticed,” the affidavit said.ῠ

Nun traced to Kerala church

Bhubaneswar, Oct 15: The 29-year-old nun, who was allegedly raped in Kandhamal district of Orissa on August 25 is believed to have been given shelter in a church in Kerala, police sources revealed here on Wednesday.ῠ “The nun left Orissa for Delhi after the incident and later moved to Kerala,” highly placed sources in the Crime Branch here said. The sources, however, refused to disclose the exact place where she is staying.

The sources indicated that the nun sought refuge in a church in Kerala and that she was receiving all “medical and psychological” attention there. “We have been assured by appropriate authority that the nun would return to Orissa soon to cooperate in the investigation,” a senior CB official requesting anonymity said.

The police is also confident that one of the three arrested in connection with the rape case from Palaghat in Kerala on October 11 and brought here on Tuesday, is the prime accused as his features match the descriptions provided by the victim on August 26.

The CB team returned from Kerala with three accused - Mitu Patnaik, Muna Ghadei and Saroj Ghadei. The Kandhamal police had earlier arrested five others. Father Thomas Chellan, the lone witness, reportedly refused to cooperate with the Orissa police.

SC: Too much obscenity on TV

New Delhi, Oct. 15: The Supreme Court on Wednesday gave vent to its strong disapproval of obscenity and violence being telecast on the country’s TV channels and said it has become impossible for families to sit together and watch the programmes being dished out.ῠ A three-judge bench of Justices B.N. Aggrawal, G.S. Singhvi and Aftab Alam granted three weeks’ time to the Centre to submit its views on the fate of the proposed broadcasting bill aimed at regulating the content in the electronic media.

Though Justices Aggrawal and Singhvi castigated the government for failing to rein in the channels, Justice Aftab Alam struck a note of caution. He said that more than regulation, there has to be self-introspection by the content providers.ῠ “It’s a delicate issue. What people should watch I personally feel that I should not be a guardian. But it has to be addressed,” Justice Alam observed even as the other two judges slammed the government for “dilly dallying” on the proposed Bill.

According to Justice Alam, “some of the programmes are interesting, while some are indifferent and others are detestable,” but the other two judges had a totally different view.ῠ “Mr Solicitor, can you please tell us if there is even one single day in the 365 days where a family can sit together and watch the programme?” Justice Singhvi queried Additional Solicitor-General Gopal Subramaniam. “Today television in the most powerful instrument in the world capable of influencing the minds of the people,” Justice Singhvi observed.ῠ The court cited several instances to prove its point.

Justice Singhvi said that a man had threatened to commit suicide in Hyderabad and the TV channels chose to telecast the gory incident.ῠ The channels, the judge said, telecast the incident from the moment the man climbed the fifth floor of an apartment and jumped to his death. “There were so many people watching it but not a single person came (forward) to prevent him from taking the extreme step,” he said.

India Post to sell gold coins

The coins will be available in over 100 post offices in Delhi, Tamil Nadu, Maharashtra and Gujarat in the pilot phase, the minister for communications and information technology, Mr A. Raja, told reporters on the sidelines of a conference. “We have initiated the process to commercialise the post offices and increase their visibility,” Mr Raja said. India Post has started the process in association with the World Gold Council and the Anil Ambani-headed Reliance Money. Mr Raja said the coins will come in weights of 0.5 gram, one, five and eight grams at market rates.

Raj threatens airline

Mumbai, Oct. 15: As fear gripped the sacked employees of Jet Airways, Maharashtra Navnirman Sena (MNS) chief Raj Thackeray said on Wednesday that no Jet flight would be allowed to take off from Mumbai if the airline does not reconsider its decision to terminate the services of 850 flight attendants.  The threat comes in the wake of the airline’s decision to lay-off nearly 1,000 employees with a view to rationalise its operations. Mr Thackeray was talking to reporters after meeting a group of Jet employees, who called on him at his office Rajgad in Mumbai.

MNS activists will meet Jet officials on Thursday to discuss the issue.  The sacking of 1,900 staff has created fears in the minds of contract employees. “As employees under probation could be let-off by giving them a month’s pay within the framework of the law, employees on a contractual basis could also be sacked legally by giving them three months pay,” said an employee of Jet.
